AVTA encourages the participation of qualified DBE firms in its contracting and procurement opportunities, including contracts funded in whole or in part by the Federal Transit Administration (FTA).
- AVTA is currently reviewing and updating its DBE Program and Goal Methodology to ensure consistency with current US DOT requirements under 49 CFR Part 26.
AVTA – FTA DBE Program & Goal Methodology
DBE Program Objectives
AVTA has established a DBE Program in accordance with US DOT regulations under 49 CFR Part 26. As a recipient of federal financial assistance from the US DOT, AVTA is responsible for administering its DBE Program in compliance with applicable federal requirements. AVTA gives DBE Program compliance the same priority as compliance with all other legal obligations associated with US DOT-assisted contracts. AVTA does not use quotas or set-asides in administering its DBE Program except as specifically authorized under applicable federal law and regulations.
DBE Liaison Officer (DBELO)
AVTA has designated a Disadvantaged Business Enterprise Liaison Officer (DBELO) who is responsible for coordinating and administering AVTA’s DBE Program in accordance with 49 CFR Part 26. Questions regarding AVTA’s DBE Program, DBE participation, outreach activities, or other DBE-related matters may be directed to:

DBE Certification
DBE certification in California is administered through the California Unified Certification Program (CUCP). AVTA participates in the CUCP as a non-certifying agency and does not independently review or approve DBE certification applications. Firms seeking DBE certification must apply through an authorized CUCP certifying agency and meet the eligibility requirements of 49 CFR Part 26. Under current US DOT regulations, social and economic disadvantage is determined on an individualized basis.
To be recognized and counted as a DBE on applicable AVTA US DOT-assisted contracts, a firm must hold a current DBE certification recognized through the CUCP and satisfy all applicable federal eligibility requirements.
